There's no "light eyes" or "dark eyes" in Lucis. Or the crown city, Insomnia. There's still status, though
Nobles, the king (minus a wit), anyone who works close with him (usually they're from noble families too). I know the parts I see so I can't speak for how it is for everybody, I just know people around me got treated fairly
